This presentation was originally presented during the 2018 South Texas County Judges and Commissioners Association Conference. The slides provide county commissioners with an overview of finance mechanisms available to Texas Counties to fund public infrastructure with a particular emphasis on general obligation bonds and certificates of obligation. Commissioners will learn the key decision points that they will be facing when they consider issuing bonds as well as the county responsibilities that arise from issuing these types of Bonds. Commissioners will also review the latest changes in state and federal law that affect the county’s bond transactions.
