BHDA Attorney David Méndez is featured in the August edition of County Progress magazine. David contributed to Editor Julie Anderson’s article titled Public Finance 101, which outlines some of the basic concepts surrounding public finance issues for Texas counties.
Among other items, David discusses how, “…Counties decide whether or not to hold a bond election based on what is financed. If the project is one that is large and discretionary, such as a new exhibition center, a bond election might be used. If the item is not of a discretionary nature, Certificates of Obligation (COs) of Anticipatory Notes may be used.”
