Biography
Terri Sprouse has worked over twenty years with the Public Finance Division of the Attorney General's office. Ms. Sprouse brings an extensive experience in bond law, reviewing over 5,000 bond transcripts on behalf of the Attorney General's office. Many of these were highly complex transcripts relating to bonds and similar obligations issued by state agencies, cities, counties, school districts, institutions of higher education and other governmental entities and instrumentalities of the state, plus certain non-profit corporations created to act on behalf of some of these political subdivisions. During her tenure in the Attorney General's office, Terri provided assistance to bond counsel in structuring many cutting edge financings; including lease purchases, pass-though toll revenue transactions, regional mobility authority bond issues, public improvement districts and tax increment financings, as well as serving as counsel for several state agencies responsible for issuing bonds. She has developed an expertise in water district law and financings. She has also served as the agency specialist in Public Finance Law for water districts. She has been an advisor to an interim working group for the Senate Committee on Intergovernmental Relations and has been a presenter at the Texas Association of Water Board Directors annual meeting.
