Biography

Hector Delgado was born in Lordsburg, New Mexico. He attended El Paso, Texas public schools and graduated from Austin High School in 1971. He served six years as a reservist in the United States Naval Reserve as a Seabee being honorably discharged in 1977. Hector graduated with highest honors from the University of Texas at El Paso with a Bachelor's Degree in Business, with Majors in Accounting and Management, and from the University Texas School of Law with a Doctorate of Jurisprudence. He was honored with membership in Phi Delta Law School Fraternity. He is a licensed attorney and certified Public Accountant in the State of Texas. Before entering the Practice of Law, He worked three years as a certified Public Accountant with the KPMG Peat Marwick Tax Department.

Career Highlights, Honors and Appointments

Hector is a recognized state-wide as a transactional attorney in both the Public and Private sectors. He has over 15 years of Public Finance Practice involvement and is listed in the Bond Buyer's Municipal Marketplace Publication, frequently referred to as "The Red Book". He is also a member of the National Association of Bond Lawyers. Hector has extensive General Counsel Experience, and has represented Public and Private Entities in all types of domestic and international transactional matters. He is currently a Partner of the state-wide law firm, Bickerstaff Heath Delgado Acosta LLP and a member of its Executive Committee.

Professional Organizations and Community Involvement

Mr. Delgado is actively involved with civic and volunteer activities throughout Texas, including having served as an Executive Committee member and secretary of the Paso Del Norte Group (F/K/A, the El Paso Leadership and research council) and a Board Member of the Greater Dallas Hispanic Chamber of Commerce.

He is currently a Board Member of the Central and South Texas Minority Business Council. He formerly served as a Mayoral appointee to the selection committee for the hiring of the El Paso City Chief of Police and the El Paso Chief Administrative Officer, as a Governor George W. Bush Commissioner appointee for the State of Texas Alcohol and Drug Abuse Commission, and as a Governor Rick Perry appointee to the Governing Board of the State of Texas Department of Economic Development and the Governing Board of the Texas Finance Commission, which oversees the Texas Department of Banking, The Texas Savings and Loan Department and the Texas Consumer Credit Commission. He currently serves as a member of the Federal Judiciary Advisory Group for U.S. Senators Kay Bailey Hutchinson and John Cornyn.
